Never. Not even once. :-)
Can you pick one issue that is very important to you, start a new thread in the
Apache NetBeans dev mailing list, and open discussion on that one specific
issue. Filing lots and lots of issues is not really engaging with the
community, starting a discussion thread around something specific, or creating
a specification around something, is.
And regarding scanning, work has been done on this very recently, would be
great if you'd try it out and provide feedback:
