[~GeertjanWielenga] there are still quite a few reasons to have a layer file!
Tested - this is definitely a valid issue. Tracked to
[https://github.com/apache/netbeans/pull/1525/files#diff-2b637bb4c6d604cc031479895333d01cL331]
- that line should not have been changed. Changing <filename
name="platform/core/org-openide-filesystems.jar"/> back to <filename
name="core/org-openide-filesystems.jar"/> in common.xml gets it working for me.
