Also running into this. And agree, there are plenty of reasons to still have a
layer file - in my case it is a module which installs two editor themes and a
look and feel, and there are no annotations to support doing everything it
needs to do (such as setting the file attribute for the current theme so that
on installation, the theme actually activates).
This makes any Ant module project with a layer unbuildable.
