My take on this: No. I'm assuming, that Junichi just took the page and 
overlayed the two letters ts on it, so he did not copy some logo. You would 
create a derivative work from the logo and with CC-SA-NC you would still be 
bound by the "-NC" part of the license. Apache legal might have a different 
opinion though. But it should be possible to find a source for artwork, that 
looks like the vue logo, but has a compatible license.

I agree with Geertjan, that there should be a full plan - registration just 
clutters the configuration space.
