In case it help others:
I also installed Android Studio which has no problems seeing any folder, but
that, POSSIBLY IMPORTANTLY, ask permission to open a new folder I choose. NB
does not ask that questions, and it does not see other folders that the one it
created called NetBeansProjects, under /users/(user)/NetbeansProjects.
I had put a /NetbeansProjects folder under
.../(user)/Documents/NetBeansProjects, but this folders content is not
available from inside NB.
THUS, could be something with NB not being fully prepared to Big Sur, or could
be me not grasping Big Sur. Anything comments appreciated, but my problems were
solved as I moved relevant projects to the folder created by NB.
