I think it's to do with a JDK security fix for Windows process quoting. It's
possible the NetBeans fix in
https://issues.apache.org/jira/browse/NETBEANS-3254 is not 100% correct. It's
curious why you're finding it working with Maven 3.3.9 though, unless there are
related changes there too.
