Thanks for your detailed explanation and suggestion. But I still think the key 
point is not on maven exec plug-in. It is Netbeans IDE calls theĀ  maven exec 
plug-in not the user. The "Run" button is provided by Netbeans not maven(though 
in background yes it's maven). So this is not true:

"But in your case it is even more complicated, because you are using the exec 
plugin."

As a user I just want Netbeans run my project or class with a JDK I pick by 
clicking the "Run" button. I don't care if Netbeans selects maven exec plug-in 
or any other way. The current problem is Netbeans selects maven exec plug-in 
but does not have a convenient way to set the JDK, or it's Netbeans who doesn't 
respect the JDK user set in either project compile settings or compile jdk 
target in pom file.

There are workarounds as I stated and you also provided some but that's not my 
point.
