will supply a PR to make minor adjustments to formatting and to remove the use 
of exception handling based logic for flow files that do not meet the accrual 
criteria when throttling on attributes.  Exception based handling can cause 
tremendous performance penalties so best to avoid.  Still doing functional 
testing now.
