Hey everyone! My initial PR wasn't very clear, I've added a section to the description on what kind of feedback I'm looking for. There's some good suggestions so far. If people are in agreement about the layout of the code-owners file, I will then populate it with a script from the git logs. I will use a weight (as suggested) to emphasize recent edits and also percentage of the code written when choosing which committers are listed as "code owners".
