I thought that it might be a good idea to include support for the `plcatool` in the defconfig at this time. The support for the samv71-xult board was merged recently (https://github.com/apache/nuttx/pull/17022), the reason it could be merged with all checks passed is that I forgot to include the `CONFIG_NETUTILS_PLCATOOL` option into defconfig and will need to do so in a later PR.
