Are building jobs starting when the PR is created? I think they are (but I am not so sure as I can not see previous runs for my PR), and in that case one way to reduce the number of jobs would be to trigger the CI only *after* approvals are given. It is possible a review indicates minimal, mostly cosmetic changes that, when done, trigger the whole pipeline once again. By delaying the jobs until after approval, those initial review comments can be addresses with no runner usage. -- This is an automated message from the Apache Git Service.
