While I agree wholeheartedly that we should not prevent free expression (of disagreement or otherwise), I think that just putting a thumbs down emoji has a shortcoming: it doesn't explain *why* someone disagrees. It only says that someone disagrees without giving any more information, any context, or really any idea about what the objection is. A thumbs up is OK because it says everything that needs to be said: it says "I agree" and there isn't really any more information needed. But a thumbs down says "I disagree" but leaves you wondering why. Is there a minor issue that could be corrected? Is there an issue with the whole premise of the proposed change? What would the person who disagrees suggest instead? No one knows. Also a thumbs down has another shortcoming: there is nothing to enforce it. In contrast, a review with "request changes is enforced by the repository rules. I think it should be mandatory to explain *why* changes are being requested, because that's the only way everyone can be sure what the issue is and find a way to solve it. So I'm not suggesting to limit freedom of expression. I'm only saying that we should strive to be clear and, of course, constructive and respectful to everyone.
