Following up with a concrete plan, building on the PCI path and aiming to be
consistent with the PL011 work in #18837 without breaking existing boards:
Stage 1 (behavior-neutral): always build the default u16550 ops; add optional
attach/detach hooks to u16550_ops_s (NULL = today's
irq_attach/up_enable_irq);
allow irq < 0 (no IRQ, TX polled); add u16550_rxpoll() so boards with shared
or
unusable IRQs can poll RX without reaching into the driver (relevant to
#19478).
Stage 2: add struct u16550_port_s + u16550_dev_init()/u16550_register() so a
board can define as many ports as it wants with its own Kconfig, keeping the
legacy CONFIG_16550_UARTn path working unchanged ("simple things simple,
complex things possible").
