   Before we decide on how to change the lists, consider the following timings 
which is from this CI run (no actual code is changed, so everything should be 
equally affected):

   The worst offenders are arm-12, xtensa and sim on macOS. The others, while 
also taking about twice as much as Linux are quite shorter. I would suggest 
that we simply remove the number of configurations on these three (ideally 
about half, so that we reach ~30m execution time).
   
   @xiaoxiang781216 VM setup time is minimal. It is best to parallelize jobs.
