Vagrantcloud has recently updated their plans for hosting boxes.
Public boxes are free, but Vagrant hosted boxes requires new account upgrade
with pricing plan.
Self-hosted public boxes are free, and will need URL to the self-hosted box
that can be accessed while users download the box.
