* chore: upgrade netty, jackson, slf4j-api, lz4-java and logback
- netty 4.2.17.Final -> 4.2.19.Final
- jackson 2.21.6 -> 2.21.7
- slf4j-api 2.0.17 -> 2.0.20
- lz4-java 1.11.2 -> 1.12.0
- logback 1.3.15 -> 1.3.16
* fix: suppress slf4j Marker.add deprecation in Slf4jLoggerSpec and upgrade
sbt to 1.13.0
slf4j-api 2.0.20 deprecates Marker.add, which breaks the test compile
because warnings are fatal. Suppress it as main does in #3566.
