The standalone Pinot BOM cannot be released with the reactor because it has no deployment repository or signing configuration. Inherit the independent Apache parent 39 so the BOM gets the same staging destination and release signing as the other modules, while avoiding a cycle with the Pinot parent that imports it. Set the BOM's Pinot project and SCM metadata explicitly. Validation: the effective POM resolves Apache staging and GPG 3.2.8; `verify -Papache-release` signs the BOM successfully and the resulting signature verifies against the release manager's fingerprint.
