The standalone `pinot-bom` lacks the release deployment and signing configuration inherited by other Pinot modules. Give it the independent Apache parent and required project/SCM metadata, keeping all 73 managed module entries unchanged. Forward-port of #19912. Validation: scoped Maven precommit goals and POM lifecycle passed; the effective `apache-release` POM includes deployment repositories and GPG configuration.
