can consider moving this implementation up to be implemented in
`BaseSegmentAssignment` since `OfflineSegmentAssignment` also shares same
implementation and looks like
`SegmentAssignmentStrategyFactory.getSegmentAssignmentStrategy` can handle the
specifics.
