### Motivation
#15877 missed another condition where `flush` should be invoked.
### Modifications
Flush ack request after `pendingIndividualBatchIndexAcks` size >=
MAX_ACK_GROUP_SIZE when doing `addListAcknowledgment(messageIds)`
