After `brokerService.setInterceptor(interceptor);` all interceptors will be working, so we will not miss any events. When Pulsar Service is ready to access but the interceptor has not initialized yet, pulsarService can not work well, but all BrokerInterceptors will all work normal except using pulsarService.
