And we should not cherry-pick this PR to branch-3.0 and branch-4.0. The most of the changes from this PR are improvements, not bug fix. We can have an easier way to fix the issue for LTS branch such as https://github.com/apache/pulsar/pull/24458 which provided a configurable way for users to control the max capacity and cache expiration.
