### Motivation
- addresses CVE-2021-35515, CVE-2021-35516, CVE-2021-35517
and CVE-2021-36090
- these are DoS type of vulnerabilities which don't impact Pulsar
- main benefit is that it clears the security scanning report.
### Modifications
- Bump commons-compress from 1.19 to 1.21
