   The following methods have `synchronized`, 
`isNeededCreateNewLedgerAfterCloseLedger()` is called inside them:
   ```

   ledgerClosed(final LedgerHandle lh)
   internalAsyncAddEntry(OpAddEntry addOperation)
   ```
