Resources page has not been updated in over a year. This is a start to that
process. This goes with PR #12288
### Motivation
The resources page has not been updated in over a year, this is the first
step in that process.
Added two new sections so that we could move the older articles to the
bottom of the page. At the top are new blogs and presentations/videos. Also
tried to combine things with multiple parts.
This is a start and improvement. I will keep at this to add more items and
improve the look and feel more.
