### Motivation
Oracle tests flaked on CI and were disabled.
### Modifications
Reverted commit that disabled the tests.
Added more memory to Oracle container, disabled web console (unused)
Unfortunately the flakiness was caused by Oracle taking too long starting up
during reconfiguration or similar operations.
I cannot repro it locally and it is likely related to the CI environment.
We'll need to re-run the Oracle integration test a few times on this PR (and
I don't have permissions to do this) to get a better signal how well it helped.
