Closing this one. The race you describe is real - `delete()` only looks up the active run, so a finishing run can be missed. But the document is not in a state to land: - It is written as pending #6953, and that issue was closed by the stale bot on 2026-10-26 as `not planned` with no decision recorded, so the design question it depends on is still open. - It cites #5810 as unsettled; #5810 merged as `674e7017d`. - The branch carries an empty `ci:` commit. We keep `docs/` for settled contracts and adopted designs rather than open proposals.
