All requested proposals are now ready for review. A fresh check run was triggered with signed commit `bbb9a3ac`; no documentation or runtime content changed in that commit. Backend Tests now pass on #6954. The underlying index-publication race has a separate regression-tested follow-up in #6963 (issue #6962), following the bounded metadata-retry approach already merged in #6736. Local Java 21 verification: 139 ownership/instance tests passed, including 7 new publication/error-boundary cases, and the unchanged concurrent-startup regression passed eight consecutive runs. The repository's rerun API requires admin rights, so the fresh branch push was used to trigger checks.
