fix(deploy): ship every file the server image build reads from its context

server/Dockerfile declares "Build context: REPOSITORY ROOT (not server/)"
and its rmqctl stage copies four things from that root:

  COPY rmqctl/go.mod rmqctl/go.sum ./
  COPY rmqctl/ ./
  COPY LICENSE NOTICE /src/

Targeting runtime-prebuilt still builds that stage (runtime-base does
`COPY --from=rmqctl-build /out/rmqctl ...`), so all four paths must exist in
the packaged source. Two of them did not:

- deploy.sh's tar shipped `server web deploy rmqctl` but not the root
LICENSE/NOTICE, so on a target host that does not already have them the
  build died with
COPY failed: file not found in build context or excluded by .dockerignore:
stat LICENSE: file does not exist
- the manual Mode A path in the deploy skill shipped neither rmqctl nor
LICENSE/NOTICE and built with `... server/` as the context, which cannot
  satisfy `COPY rmqctl/...` at all.

Ship the root LICENSE/NOTICE in both packages and build the manual path from
the repository root, mirroring deploy.sh.

Verified against the real packaging: extracting the previous file list and
running the Dockerfile's context reads fails with the COPY error above, while
the new list builds through every COPY step successfully.
