## Problem
The DLQ page (`web/src/pages/instance/dlq.tsx`) is only partially localized:
its title, search placeholder, and the resend-failure summary already go
through `useLang()`'s `t()`, but roughly thirty other user-facing strings are
still hardcoded Chinese. An operator who switches the console to English gets a
page where the buttons, column headers, modal labels, and — most importantly —
the error/success toasts remain Chinese:

The failure-path defaults (`死信队列加载失败，请稍后重试` etc.) matter most: they are the
strings shown when something is actually broken.
## Expected behavior
All user-facing strings on the DLQ page go through the i18n layer (`t()` +
`translations.ts`), like the sibling instance pages that are already fully
localized.
## Notes
- The `dlq.*` section of `translations.ts` already exists (title, subtitle,
resend-failure summaries), so the new keys slot in next to it.
- Several toasts interpolate values (group name, byte size, counts) and the
drawer title interpolates the group name, so those keys need `{param}`
placeholders.
