### What AlertStateKey keys one rule's state by the rule id plus the resource fingerprint. It had no test. This pins: the key round-trips, and the record's value equality - what lets the state map deduplicate concurrent evaluations of the same rule/resource pair. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Regression only (record key). - Restored: green.
