refactor(web): drop in-page diagnostics, move every drawer to a modal, fix
table and send-flow defects

Advisory panels and side drawers kept stacking onto pages that already had a
primary task, and several tables declared columns narrower than their content.
This round removes or relocates them and fixes the measurements:

- The send-message modal no longer carries a live "send preflight" panel
(#3064);
the payload is still validated, but at submit time, and the error message is
the
result. The topic detail loses the route diagnostics block (#2836) and goes
back
to a plain broker route table with the no-route rebuild prompt and a retry
prompt for failed route requests; utils/topicRouteDiagnostics had no other
  caller and is deleted.
- Every remaining right-side drawer becomes a modal (query history, metrics
history and sample details, audit timeline, delivery details, user sessions,
Lite Topic session, DLQ message detail, topic config comparison), uniformly
  width-capped at min(previous, 100vw - 32px) with a height-capped scrolling
body; header actions move to the footer. The comparison dialog is also
refined:
InfoBanner description, clickable status cards as the filter, empty and
loading
states, a summary line, status dots and highlighted drift values.
- Action columns get the width their buttons actually need (298 / 290 / 299px,
measured with real CJK fonts), reclaimed from columns with measured slack so
no
table gains a horizontal scrollbar; the user management table loses the one it
had. The query history tables get size="small" (56px rows became 40px), the
config row action its own color, and Form.Item extra a 4px top margin.
- Direct consume picks its target from two selects of online groups and clients
instead of a second dialog with free text, and the backend now sends the
offset
message id to the broker: viewMessage returns a MessageClientExt whose
getMsgId() is the client UNIQ_KEY, which cannot be decoded as a physical
location, so every direct consume against a real cluster failed with 409.
