Reconfirmed on `rocketmq-studio@c34535db0`. Proposed Unix policy for review:
retain the `0600`-or-narrower file check and create new directories as `0700`,
but accept existing parent directories when group/other cannot write them
(`mode & 0022 == 0`). Use the same directory check for reads and writes. Do not
chmod an operator-selected directory, which might also contain unrelated files.
Reject writable-by-others directories with a precise diagnostic.

I will submit this as a draft so the existing #5669 discussion can decide
the policy. Real temporary-directory tests will cover 0700/0750/0755 read-write
round trips and refusal for 0770/0777 parents. Windows behavior remains its
current platform-specific policy.
