URL: https://github.com/apache/rocketmq-dashboard/pull/6951

   ### Which Issue(s) This PR Fixes

   - Addresses #5097

   ### Brief Description

Starting an AI conversation currently chooses the first credentialled
instance from the directory without showing that choice. Add an explicit target
control to Home and new conversations, carry the canonical instance name
through the existing draft/create contracts, and show the persisted binding
read-only in historical conversations. Reject a removed target or a failed
validation read instead of silently falling back to another instance.

This draft proposes **plain chat (no RocketMQ tools)** as the visible
default and keeps that existing unbound backend flow. Maintainer feedback on
that product choice is requested in #5097 before this is ready to merge. No
backend protocol or authorization changes are included.

   ### How Did You Test This Change?

   - Three new hook regressions failed on the base (implicit prod binding,
removed target accepted, directory failure ignored) and passed after the change.
   - Focused Home/AI/target tests: 4 files / 38 tests passed.
   - Full web suite: 163 files / 1769 tests passed.
   - `npm run lint`: 0 errors / 10 existing warnings.
   - `npx tsc -b` and `npm run build` including license check passed.
   - `git diff --check` passed. New UI copy includes Chinese and English.

   ### Checklist

   - [x] One coherent change
   - [x] Conventional Commit and DCO sign-off
   - [x] Non-trivial behavior has regression tests
   - [x] New source files include ASF headers
   - [x] UI copy translated in both languages
   - [ ] Maintainer agreement on explicit plain-chat default
