Issue building user list in 3.1 RC8 on user admin screen

I'm seeing a failure in the AJAX call to build the user list on the user
administration screen:

Firefox is showing an XUL permissions violation:

Not sure if this is browser specific (IE seems to work fine, with the exception
of two block characters at the end of the user's email address), but Firefox
1.5 is showing nothing.
