When going to a category with a '/' apache gives a 404 error

"English (UK)", java 1.5.0_06-b05, in tomcat 5.5.15, Apache 2.0.52, oracle 10g
setup as unicode

I create a new Category called "me / you". i then go to the weblog and click
the link for that category (which is
http://dev.blogs.openaccesscentral.com/blogs/bmcblog/category/me+%2F+you). the
result is an apache 404 saying that
"The requested URL /blogs/bmcblog/category/me+/+you was not found on this
server."
