The current revision of ApplicationResources.properties on the 3.1 branch has
been overwritten with the Japanese version and should be reverted back to
English. The result being that Roller displays in japanese and setting the user
to english doesn't change anything.

Here's the SVN last few history entries - revision 536924 is in japanese and
should be in english.
