Apply the following improvements for the "About your blog" field on the
Settings page:
1. Character length is currently limited to 255 characters for rendering
purposes. Don't include html characters in the count.
2. Provide dynamic "Chacarters avaiable: ###" element to the field on the
settings page (like twitter) that increments as users type so users know how
many characters they have left as they are completing the field.
3. Disallow typing when the user has reached the 255 character limit.
