Open article show error 404 and couldn't search anything in Chinese

These problems are never happen in my laptop.
First problem, when I deploy the rollerweblogger to the server,I had published
a article and the title is using Chinese, and then I couldn't open it by URL.
For example, when I click the "Read More" or "Comment", the browser will show
error 404.
Another problem, when I use the search function to search a article, I enter a
Chinese keyword but it couldn't find anything and the keyword garbled.
