Sorry you ran into this and I didn't notice in time to comment earlier and
suggest the correction. The user e-mail list is a better initial
point-of-contact for this type of issue.
There is in fact existing text in the Installation Guide

Section 3.2 second paragraph reads:
"And make sure you do this for every connector through which you use Roller.
For example, if you use the AJP
connector or HTTPS connector you need to add the URIEncoding="UTF-8" attribute
to those connectors as
well."
