In weblogger-web module and in package
org\apache\roller\weblogger\ui\struts2\editor, all the xml validations contains
invalid DTD. This has stopped working now. New DTD should be
<!DOCTYPE validators PUBLIC "-//Apache Struts//XWork Validator 1.0.3//EN"
"http://struts.apache.org/dtds/xwork-validator-1.0.3.dtd";>
