Google Blogger allows you to enter in a custom permalink if you don't want the 
default (calculated similar to Roller's generated URLs), but you can't change 
it afterwards.  Wordpress is more restrictive (no custom permalink, no changing 
of URLs, but you can specify the general format of the URL: 
http://codex.wordpress.org/Using_Permalinks).  So neither of them have the 
ability to change a permalink without the delete and resubmit blog entry 
technique.  Both blogging tools have come to the same conclusion as Roller has 
so far that needing to change the URL is so rare (and the delete-and-recreate 
workaround so simple) that it's just not worth making the UI noisier to support 
it.  Other problems are that entry fields to type in a desired URL generally 
aren't very attractive, and if the newbie user types in a foolish URL (e.g., 
http://www.myblog.com/my@trip#to!florida) external users end up thinking that 
it's *Roller* (and not the user) generating silly URLs, making our product look 
bad.

Most bloggers do not care about the URL, or SEO in general, for the simple 
reason that most bloggers just blog a few times a year over casual stuff.  But 
for those who do (like me), as a practical matter, I have to save and preview 
the blog entry multiple times before I hit the publish button anyway, so I 
don't mind typing in the desired URL first before switching the actual title I 
want.  I've been blogging heavily for years with Roller and it's never bothered 
me.  Further, I generally know the blog URL I want at the time I write the blog 
entry, so I rarely need to change it via deleting and creating a new blog entry.

Still, we should add in instructions explaining how to get your desired URL 
(and change it) in the Roller user's guide (if it's not there already), but I 
think we can close this as a "won't fix", if we're wrong so is WordPress and 
Blogger.
