[~jmakes] One of the use cases I can think of is the integration tests that use
test framework use PassthroughJobCoordinator. Currently the framework expects
the intermediate/metadata topics to be auto created. Having it in
PassthroughJobCoordinator makes it consistent with JobCoordinator and
eliminates the need for special handling inside test framework.
