But it still begs the question; why is PassthroughJobCoordinator being used
with a stateful job? If that combination doesn't make sense, then the only
reason we'd only be adding the topic creation for consistency. But it gives the
illusion that stateful processing is supported with passthrough, which can
perpetuate bad practices.
