Unfortunately, gradle doesn't generate the scala docs with javadoc. As a result
the Javadocs that we write in Scala don't show up on the webpage. We can spend
some time to fix this now, but we want to re-write the config system to better
expose this information anyway (much the way that Kafka has done), so I'm not
too focused on it right now.
I think if we've got the comments in there as Javadocs, we can call this ticket
done.
