### Purpose Reduce PR-independent engine and Zeta CI flakiness by consolidating related test wait fixes into one module-scoped PR. ### Changes - Make the cluster role cancellation assertion wait for the expected terminal status instead of checking too early. - Give the engine cluster fault-tolerance E2E cancellation path enough bounded time to observe the expected status. ### User-facing No user-facing behavior change.
