Additional baseline evidence for the acceptance matrix: #11437 remains reproducible on upstream `dev` commit `735cf430`, which does not contain this PR, using a 3-Master / 3-Worker cluster with 24 fixed slots and one streaming job occupying 16 slots. After the Active Master Java process was terminated, the replacement Master was elected and all six Hazelcast members rejoined safely, but the job stayed `PENDING/RESTORE` for 294 seconds. Checkpoints stopped progressing, and cancellation left the same 16 slots assigned; only 8 of 24 slots were free until the Workers were restarted. The logs repeatedly reported `NoEnoughResourceException` and `Pre resource application failed`. This adds a 3+3, single high-occupancy workload to the existing 3+2 and concurrent-workload reproductions. It is baseline reproduction evidence, not a test of PR head `81f8dce434404cb32c7fe557df69c88d6fd9bef5`.
