I checked this against the current `dev` implementation. `csv_use_header_line = true` does not infer a schema. The LocalFile factory conditionally requires `schema` for CSV, while the CSV reader uses the first RFC 4180 record only as a header: it consumes that record and maps the header names to fields already defined in the configured schema. Field types still have to come from `schema`. Also, when `csv_use_header_line = true`, `skip_header_row_number = 1` should not be used to skip the same header again; keep the schema and remove that duplicate skip setting. The existing English and Chinese LocalFile docs were ambiguous and even said that CSV could omit schema.
