I traced this against SeaTunnel 2.3.11 and the current `dev` branch.
`DefineSinkType` itself is present in 2.3.11 (introduced by #9114), and the
distribution includes it in `seatunnel-transforms-v2.jar`.

The failure is caused by the 2.3.11 Flink launcher packaging runtime
dependencies relative to the current working directory. Your command runs
`../bin/start-seatunnel-flink-15-connector-v2.sh` from another directory, so
the old script can miss `connectors/lib/plugins` and submit a runtime without
`seatunnel-transforms-v2.jar`. Factory discovery then reports `DefineSinkType`
as not found.

This has been fixed on `dev` by #10419 (merge commit `35840fd603`): the
Flink 1.3/1.5+/2.0 launchers now resolve those directories under `APP_DIR` and
always write `runtime.tar.gz` under the SeaTunnel installation directory.

For 2.3.11, the workaround is to run the launcher from `$SEATUNNEL_HOME` and
regenerate `$SEATUNNEL_HOME/runtime.tar.gz`, then confirm it contains the
`connectors/seatunnel-transforms-v2` JAR. Upgrading to a release containing
#10419 is the permanent fix.

No additional PR is needed for current `dev`.
