Thanks for opening draft PR #11727 and for attaching the regression signal from repeated runs. The current direction looks sensible for this issue: the newer artifacts narrowed it from a generic client hang to an engine-side path where a blocked startup/cancellation flow can leave the client waiting forever because the expected unblock never happens. Please keep the fix focused on that terminal-state/unblock behavior and the reproducer test you already added.
